Think of it like this: having partial access is like being a tenant in a building. You can use the amenities and live in your apartment, but you can’t make structural changes, change the locks, or decide who else gets a key. Having full control means you own the entire building. You can renovate, add new tenants, remove old ones, and set the rules for everyone.

Specifically, full control allows you to:

  • Manage people and their permissions: You can add or remove users and decide exactly what they can and can't do.
  • Edit business settings and info: Change payment details, connect or disconnect assets, and manage security settings.
  • Delete the asset: You have the ultimate power to remove the Page or Ad Account from the Business Portfolio entirely.
  • Access all features: Whether it's Commerce Manager, ad creation, or advanced content tools, nothing is off-limits.

Step 1: Set Up Your Meta Business Portfolio

Before you can control anything, you need a central hub to manage it from. This used to be called Facebook Business Manager, and now Meta often refers to it as a Business Portfolio. Whether you're creating a new one or trying to find an existing one, the process starts at the same place.

How to Create a New Business Portfolio

If you're starting from scratch or know for sure you don't have a Business Portfolio, follow these steps:

  1. Navigate to https://business.facebook.com/overview.
  2. Click the blue “Create an account” button in the top right.
  3. A pop-up window will appear. Enter your business name, your name, and your work email address. Log in using your personal Facebook profile credentials when prompted. This doesn't give coworkers access to your personal profile, it just verifies your identity.
  4. Follow the on-screen prompts to completion. You'll need to verify your email address to finish the setup.

You have now created the "building" where all your business assets will live.

What If I Already Have One?

Many business owners unknowingly created a Business Manager years ago. If you go to the URL above and see an existing business account instead of a "Create" button, that means your personal Facebook profile is already tied to a Business Portfolio. If it’s the right one, great! If not, you may have some cleanup to do. You can find all business portfolios you have access to by using the dropdown menu in the top left corner of the page.

Step 2: Connect Your Core Business Assets

Now that your Business Portfolio is set up, it's time to bring your assets - like your Facebook Page, Instagram account, and Ad Account - into this central hub. This process is called "claiming" your assets.

Add Your Facebook Page

This is where many people first run into trouble. To claim a Facebook Page, you must be both a Page admin (on Facebook itself) and an admin of the Business Portfolio.

  1. Inside your Meta Business Suite, navigate to "Settings" (often a gear icon). From there, find "Business settings."
  2. In the left-hand navigation menu, go to Accounts > Pages.
  3. Click the blue "Add" dropdown button. You'll see three options:
  4. To gain full control, select "Add a Page" and type the name or URL of your Facebook Page. As long as you're already an admin of that Page through your personal profile, it should be added instantly.

Add Your Ad Account

Next, do the same for your ad account. Many businesses start by running ads through their personal ad account, but centralizing it within a Business Portfolio is critical for security and team collaboration.

  1. In "Business settings," go to Accounts > Ad Accounts.
  2. Click the blue "Add" dropdown. Again, you have three choices:

Connect Your Instagram Account

Finally, connect your business Instagram profile so you can manage it alongside your Facebook Page.

  1. In "Business settings," navigate to Accounts > Instagram Accounts.
  2. Click "Add" and then "Connect your Instagram account."
  3. A pop-up will prompt you to log in to Instagram with your username and password. After logging in, you'll authorize the connection.

You can repeat these processes for other assets like Pixels, WhatsApp Accounts, and Commerce Accounts found under the "Data Sources" and "Brand Safety" sections.

Step 3: Assigning Roles and Granting Full Control

Here's the most important - and most commonly misunderstood - step. Just because an asset is in your business portfolio and you are an admin doesn't mean you automatically have "full control" over it. You often need to assign yourself that permission explicitly.

Adding Team Members (or Yourself)

First, make sure the right people (including yourself) are Users within the Business Portfolio.

  1. In "Business settings," go to Users > People.
  2. Check the list. Your name should be there. If you're adding team members, click the blue "Add" button.
  3. Enter their work email address. Send invitations via email only. Never share passwords or add fake profiles.
  4. Next, you'll assign their initial role. You have two main choices here:

How to Grant Yourself (and Others) Full Control over Each Asset

After inviting someone, Meta will prompt you to assign them to specific assets. This is the same process you need to follow for your own profile.

  1. Select the user's name from the People list.
  2. Click the "Assign Assets" button.
  3. A new window pops up. On the left, choose an asset type, such as "Pages."
  4. In the second column, select the specific page (e.g., "My Business's Facebook Page").
  5. In the third column on the right, you will see a list of toggles for permissions. Toggle on every option, including the top one labeled "Full Control." Click "Save."
  6. Repeat this process for every asset. Go to "Ad Accounts" on the left, select your Ad Account in the middle, and toggle on "Full control" (also labeled "Manage Ad Account") on the right.
  7. Do the same for your Instagram Account, Pixel, and Catalogs. You are now explicitly granting asset-level admin access to the chosen user.

This is key: Just being a "Business Admin" is not enough. You must also grant yourself "Full Control" permission for each individual asset.

Common Roadblocks and How to Solve Them

Even with a perfect setup, Meta's system can present some confusing hurdles. Here are the most common ones.

"This Page is already owned by another business."

This is the most frequent and frustrating error. It almost always means that you or a former employee created a Business Manager account in the past (perhaps without realizing it) and claimed the Page. To fix this, you must regain access to that old, forgotten Business Portfolio and either remove the Page from it or delete the old Business Portfolio altogether. You can submit an ownership dispute through Meta's help center, but this can be a long process requiring business documentation.

"I Can't Add the Ad Account."

Each Business Portfolio can only create one new ad account to start. To create more, you must first actively and compliantly spend money through your first ad account. Additionally, an ad account can only belong to one Business Portfolio. If it’s tied to another, you’ll need to have it released before you can claim it here.

"I added my team member, but they still can't post."

This goes back to the two-step permission process. You’ve likely only completed step one (adding them under "People"). You still need to complete step two: click their name, select "Assign Assets," and grant them access to the Facebook Page and/or Instagram account with the correct content permissions.
