Google allows gambling ads in specific countries, but only if you hold a valid local license and pass certification. No license, no ads. Affiliates face the same requirements as operators.

August 2026 policy changes eliminated most workarounds. Social casinos now need the same licenses as real money gambling. Applications moved in-account, verification became mandatory, and gray market operators lost access. This guide covers who can still advertise, how the new certification works, and what gets accounts suspended.

Who can run Google Ads for gambling

Google restricts gambling ads to operators holding valid local licenses in one of 58 approved countries. No license means no ads.

Certification happens inside your Google Ads account. You apply separately for each country where you hold a license. A UK license doesn't let you advertise in Canada, even with Canadian licenses. Each jurisdiction requires its own application.

Affiliates face the same licensing requirements as operators. Google treats affiliate sites as gambling advertisers unless they hold identical licenses to the operators they promote. A few exceptions exist for informational content without calls to action, but the bar is high.

Social casino games without real money previously qualified for separate certification. That changed in August 2026. Social casinos now face the same licensing standards as real money gambling in most markets.

Sweepstakes casinos are banned. Google prohibits any gambling model where users can win prizes through free entry methods. Gray market operators using crypto, VPNs, or geo-blocking are also banned. Google cross-references licensing databases and works with local regulators to verify compliance.

The August 2026 certification changes that killed most gambling campaigns

Google updated gambling certification requirements in August 2026 with enforcement beginning in September. The changes eliminated most workarounds that unlicensed or partially licensed operators were using.

All new applicants must use revised certification forms that require full regulatory documentation directly from local gambling authorities. The new process cross-checks every license number against regulator databases before approval.

Social casino certifications moved from Help Center submissions to in-account applications only. The separate Google form that bypassed some verification steps no longer exists.

Operators must prove their licensing credentials are current before applying. Google verifies license expiration dates, renewal status, and compliance standing with gambling authorities. A license on file isn't enough if the regulator shows any compliance issues or pending renewals.

Existing certifications weren't automatically revoked. Operators with active certifications before August 2026 can continue running ads. Renewals face the new standards. Most operators find their original certification path no longer works when they reapply.

The policy shift eliminated most workarounds. Operators previously exploited loopholes by applying for social casino certification while offering real money gambling in some markets. Google now requires proof that every landing page, payment processor, and user flow matches the certified license type.

How to apply for gambling certification on Google Ads

Verify your country appears in Google's list of 58 approved gambling jurisdictions. If your country isn't on the list, Google doesn't accept applications regardless of your licensing status.

Gather your local gambling license documentation before starting. You need your license number, issuing authority details, license expiration date, and official approval letters from the regulator. Scanned copies aren't sufficient. Google requires documents it can verify directly with the licensing authority.

Submit the certification application in your Google Ads account under Tools and Settings, then Account Status. Look for the certification application link under Policy Manager. External forms and Help Center submissions no longer work.

Google reviews licensing status with local regulators during approval. This verification adds weeks to processing time. Your regulator must respond for Google to complete certification.

Each campaign must comply with local advertising laws beyond Google's policy requirements. A Google certification doesn't override local advertising restrictions. Some jurisdictions ban certain gambling promotions, require specific disclosures, or restrict advertising times and placements.

Plan for extended approval times. First-time applicants often wait longer, especially if regulatory verification encounters delays. Incomplete documentation restarts the review period.

Where gambling ads are allowed and country-specific requirements

58 countries allow gambling ads on Google. The list includes the US, UK, Canada, Australia, most of Europe, and select countries in Asia, Africa, and Latin America.

US gambling ads require state-level licenses, not federal approval. Operators can only advertise in states where they hold valid online gambling licenses. A New Jersey license allows advertising only to New Jersey users. State-level targeting is mandatory.

UK operators must hold a Gambling Commission license and include responsible gambling messaging in all ads and landing pages. UK campaigns face stricter creative review than most other countries.

Many European countries require local language landing pages and jurisdiction-specific compliance elements. An operator licensed in Germany must provide German language pages with German-specific responsible gambling resources when targeting German users.

Landing pages must display responsible gambling information in all approved countries. Minimum requirements include age restrictions, links to gambling support organizations, and clear terms and conditions. Some countries mandate specific warning language or visual elements.

Some countries allow sports betting but not casino games, or vice versa. Poland permits sports betting ads but restricts casino advertising. Your certification specifies which gambling types your license covers. Advertising outside those types violates policy.

What gets gambling ads rejected or accounts suspended

Advertising without valid local licenses in your target country triggers immediate disapproval. Google checks license validity for every ad during review and continuously during campaign delivery. A license that expires mid-campaign stops ad delivery immediately.

Targeting minors or failing to include age restrictions suspends accounts. Gambling ads must exclude users under 18 (or the local legal gambling age, whichever is higher). Landing pages without prominent age verification violate policy. Google suspends accounts for minor targeting violations, not just individual ads.

Landing pages without responsible gambling information violate policy even if ads are approved. Every landing page in every campaign must display responsible gambling resources, support links, and age restrictions. A single landing page without required elements can trigger account suspension.

Using personalized advertising (remarketing, customer match) for gambling is restricted in most cases. Predefined Google audiences are allowed. Advertiser-curated audiences, customer match lists, and most remarketing options are prohibited.

Promoting offshore or unlicensed gambling sites results in permanent account bans. No appeal process reinstates accounts banned for unlicensed gambling promotion.

Affiliate sites mimicking operator ads without proper licensing face the same restrictions as direct advertisers. Affiliates must hold the same licenses as the operators they promote or limit content to purely informational material without calls to action.

Why social casinos lost access and what alternatives exist

Social casino games previously qualified for a separate, easier certification path. Operators could advertise play money casino games without gambling licenses.

The August 2026 policy update requires social casinos to meet the same licensing standards as real money gambling. Google eliminated the distinction between social casino games and real money gambling for certification purposes. Social casino operators must now hold gambling licenses in the countries they target, even though their games never involve cash.

Google App campaigns promoting social casino apps still have some exceptions but face tighter review. The exceptions are narrow and subject to removal. Most social casino operators find app campaigns insufficient for growth.

Most social casino operators pivoted to Facebook, TikTok, or native advertising after losing Google access. Facebook maintains separate policies for social casino games that remain less restrictive. TikTok allows social casino ads in many markets.

Sweepstakes models (where users can win prizes through free entry) are explicitly banned regardless of licensing. Google treats any prize-based game as gambling.

Some social casinos maintain Google access by operating only in countries where they hold gambling licenses. A social casino that obtains a UK Gambling Commission license can advertise in the UK. This approach requires significant investment in licensing and compliance for markets that may not justify the cost.

Cost and performance realities for licensed gambling advertisers

CPCs for gambling keywords vary widely depending on vertical and country. Casino and sports betting keywords sit at the high end in competitive markets.

Conversion rates vary significantly by traffic source, ad creative, and offer. Search ads convert better than display. New customer bonuses improve conversion rates but increase acquisition cost.

Customer acquisition costs vary by market competitiveness. Smaller operators struggle to compete at high price points.

Google's ad delivery favors large, well-established operators with strong quality scores over new entrants. Quality score depends on landing page experience, ad relevance, and expected click-through rate. Large operators with better conversion rates and longer operating history achieve higher quality scores, lowering their effective CPCs.

Most gambling advertisers find profitability requires extended optimization periods and substantial budgets. Initial campaigns rarely break even. Operators need meaningful monthly budgets to collect enough data for optimization.

Search ads outperform display for gambling by a significant margin. Search captures high-intent users already looking for gambling options. Most successful gambling advertisers allocate majority budget to search campaigns. Display and video serve supporting roles for brand awareness, not direct acquisition.
